    I wonder which is the correct way to pronounce the dates of the 21 century, e.g.

    two thousand eight;
    two thousand AND eight;
    twenty oh eight

    And one more question:

    Does a foreign student usually learn or study English as a second language?

    Two thousand and eight.
    Most people 'learn' a second language. To say someone 'studies' English as a second language suggests more a University course, where speaking and writing the language are learnt, but also the literature and history are studied as well.
