    Smile Legend/Rumor has it that

Legend has it that the first emperor of the Ming Dynasty was a beggar before he came to the throne.

Rumor has it that the first emperor of the Ming Dynasty was a beggar before he stepped to the throne.

Do both of the above read good and mean about the same? Thanks.

Came to the throne is better, more natural to the native speaker's ear.
    Then it will read well.
If you need a different phrase rose to the throne, or sat on the throne have similar meaning.
