    When governments grant (allow) people legal means (legal ways, not through criminal activity) to control their ASSETS (the ability to buy or sell, invest, save, using anything they have that is of value, including cash, properties, and, possessions, etc.) they (the governments) empower (give power to) them (the people) to invest and plan for the future."
