Cool 15 and 30-second TV commercial slots

Talking on cell phone video ringers, I read this sentence referring their characteristics but I haven't a clue what it's said in there.

"They (for video ringers) are made-for-mobile on the 15 and 30-second TV commercial slots."

If we are talking on cell phone video ringers, what has Tv commercial to do here? Maybe the sentence is referring that video ringers last same time as commercials. That they are in the vein of their length? What disturbs me is this "on the 15 and 30-second TV commercial slots."

    Thank You

Not really up on mobile phones - but wouldn't you imagine they are video recordings of 15 or 30 second duration that play video AND sound as a mobile ringtone?
