    What does this phrase mean?

    Hi, there!

I happened to find this phrase in a book.

"Anybody is as good as anybody else."

Does it simply mean "all the people are equally good"?

If so, can I have a situation where this can be used naturally?

Everybody is of the same value as everyone else.

You could use it if there was a discussion about someone suggesting that they are not worth having around, and you disagree.
