    No, it means that you make someone mad.

    Because "to light up" here means that you increase something. It's like taking it to the next level and not to cool down. Because that refers to decrease.

    Someone who is agressive or mad needs to cool down

    You are going to have to write the complete sentence where you saw this phrase.

    to "light up my fire" means to "turn me on", "excite me", in love songs.
