    in this context spec means specify?

    There's all kinds of rebates, but the dealer will spec into them all kinds of items, and they will sometimes even put post-items in the package, too.

    In honesty the English in the sentence is dubious to say the least so I'm not sure but the meaning may be 'add specifications' since 'specify' would make no sense at all. I think you should ask whoever wrote it

    No that wouldn't make sense here. "Add specifications' would work if we are talking technology such as computers where maybe the things added are extra memory or other goodies.
