    Does more slowly mean the same as slower?

    Sometimes they can be used interchangeably, but not always.
    He runs (slower) than his brother does.
    He runs more slowly than his brother does.

    He is a slower runner than his brother is.
    He is a more slowly runner than his brother is.

    more specifically they are interchangeable as adverbs but not as adjectives.......

    Yes. "more slowly" can not be an adjective.
