    bulk qualified

    can u please tell me what bulk qualified means in this context?

    We created a mailing list that was bulk qualified. We got over 1500 names, and as a side benefit, everyone got to take home a picture.

    It's sounds as though they're referring to bulk mail, which is a postage option in the US. In order to send something using the bulk rate, you must meet the minimum quantity requirement (no less than X amount of pieces being mailed).
