    Hi

    1. Police notice: Will anyone who witnessed the accident please ring 2222.

    2. Police notice: Shall anyone who witnessed the accident please ring 2222.

    Which one is better in this case, WILL or SHALL, and why?

    Will is right.

    "shall" is usually only used with "I" or "we"

    Shall we .../We shall ...
    Shall I .../I shall ...
