    By calling

    The site workers of ABC company did not follow our approved work plan by calling our Control Center when resuming the air conditioning plant from “manual” to “automatic” mode.

    I would like to seek someone to resolve my problems. From the above sentence, why use "by calling", is it a correct grammar? can i use " to call" instead? and " when resuming" is also correct grammar in the sentence?

    The site workers at ABC company did not follow our approved work plan, of calling/ringing (both informal)/contacting (more formal) our Control Center before returning the air conditioning plant from “manual” to “automatic” mode.
