    given its choice

    Hello everyone
    I'd like to ask what the phrase "given its choice" means in the following context.

    "And besides, rain likes hilly country," she continued. "Given its choice, a storm will drop its wealth on broken ground.

    If the storm is offered/given a choice, it will rain on hilly ground.
