    future perfect?

    Corporations will be required to report to the government.

    Here, what tense is 'will be required' ?

    It's a future passive form.

    The passive form in the present would be "Corporations are required to report to the government." Where the passive is formed by "to be" and the past particple. So the future is formed by "will" and the past particple.
