    It always helps to have the context.

    This is probably a command to a dog: "Heel, girl, heel" = the dog is being told to walk/stand just beside the person's leg, "Sit!" = the dog is being told to sit.

    However, I can well believe that this is used in a facetious/joking way in a novel.
