    Baby is very affectionate.
    Babe can be used outside the affectionate context for "sexy":

    "She's a babe" (She is very pretty and sexy)

    "She's a baby" - (She is a small child)

    When referring to infants, "Babe" is more literary: "A babe in arms"; baby is the normal term.

    When referring to your girl friend, Heidita has a good explanation.
