    Recently I have read an Los Angeles Times's article with the title "China's Forbidden City, at a less forbidding cost" that puts me in mind to suggest to you a more attractive interpretation of the expression in question.

    forbidden cost= uninviting cost = not attractive cost

    We also have a 'prohibitive price/cost' when the price is too high for us.

    BTW, Vil, I think there's a typo in your post
    forbidding cost= uninviting cost
