    what is missing in this text?

    "Critics of the amendments fear they would put too much power in the hands of Immigration Minister Diane Finley and, that by tying them to the budget bill, the government is pushing the reforms into law without adequate debate."

    Hi there,
    The text above is a literal excerpt from an article on a web site. I can't understand the underlined part. It seems to me that a word is missing before "that". Could someone help, please?

    No, there is no word missing. Breaking up the sentence should help.

    Critics of the amendments fear they [i.e. the amendments] would put too much power into the hands of Immigration Minister Diane Finley. The critics also feel that by tying the amendments to the budget, the government is pushing the reforms into law without adequate debate.

    In this case, the "by tying them" is referring back to the amendments.

    i wonder about the word "that" before "by tying them". is it really right, then?
    i understand the sentence but not that "that" specifically.

    It is a conjunction introducing a clause providing more information. The comma was misplaced.

    I think I have finally understood.

    Critics of the amendments fear 2 things:

    1) they would put too much power in the hands of Immigration Minister Diane Finley;
    2) the government is pushing the reforms into law without adequate debate by tying these reforms to the budget bill.

    Is it right? If so, I wonder how I could be so dumb given that this is exactly the same with my native tongue. I am not used to seeing this kind of construction very often in English.
