    IN LESSENING AND UNDERSTANDING : 4 / 10
    IN SPEAKING : 5 / 10

    You must be patient. We are volunteers who do this in our own time.

    The answer to your question is that it is for you to practice your English. We can only advise you.

    You give yourself a low score in listening and understanding. So you need to practice listening. Use the radio, television and recorded books for listening.

    For speaking, there are sites where you can talk with others: Speaking and Pronunciation - ESL Web Directory - UsingEnglish.com

    Both have their place. Fluent reading will aid fluent speaking.

    What you want to do with your English should direct you.

    If you are most concerned to understand what you hear and to speak so that you are understood, then using the internet for speaking to other people is a good tool.

    If you want to write well, then reading and writing good English is not learned through chatrooms.
