    strange usage for "to"

"I woke up at 6:00 in the morning to my brother on the phone telling me that the state trooper had just left his house."

    Hi,
Could someone help me with this sentence, please? Is "to" correctly used here? Does it mean that a phone call from their brother at 6 a.m. was the reason why "I" woke up at that time? The phone rang at 6 a.m. and it woke "I" up? Is this a natural and common usage?
    Thanks.

im not sure but i think that "to" is correct. But i think that it would sound better if you would say i woke up to a phone ring at 6:00 in the morning.

    Try:
I woke up at 6:00 in the morning to the sound of the phone ringing.

Yes - his brother's phone call woke him. The author is expecting the reader to fill in the missing bit about the phone actually ringing and waking him.

    Try:
I woke up at 6:00 in the morning to the sound of the phone ringing. It was my brother on the phone. He told me that the state trooper had just left his house.
Now we have a story. The original, in my opinion, is just a mess.
