    please correct my grammar

    Recap our conversation this morning, please help to quote the price from HK to France via Antwerp. This is per Jean's suggestion who is advised me that this is no need to supply any proof of French residence and passport to the customs. Would you please double check to make sure that his information is correct.

    Jean said there is no need to provide the customs with any proof of French residence or passport. Can you please double check if his information is correct?

    I.Why is "who had advised me" not "who has advised me"?
    II. Can I say "who has advised me" in this case?
