    Does the passage sound understandable?

    Hello everyone

    I'd like to ask if the following passage sounds understandable.

    The higher professional education system in XXX needs modernization. And first of all in respect of its content. Here, we, first of all, are talking about the state educational standards.

    I'm not sure about the phrase "in respect of its content." The intended meaning is as follows: its content (the content of the higher professional education system) is the first thing that needs modernization.
