I'd like to learn whether " premier" and " prime minister" are interchangeable or not?

Not in Canada. The “premier" is the political head of a province but" prime minister" is the head of the Country.
For example: Our Prime Minister is Stephen Harper and our Premier is Gordon Campbell in B.C.
