    I know that you are thinking: This is an outrage. I, too, was shocked that he was being prosecuted for his astute management. Indeed, I think he has a lot to teach managers as they struggle with the problems.

    Does "too" mean "also" here? I asked this question yesterday, but I'm still confused: if "I" agreed it was an outrage, "I" should think the prosecution is justice and appreciate it. Why was "I" shocked about the prosecution? Please.

    It does mean I also was shocked, which implies that other people were shocked by the way in which this manager was being treated.

    Prosecute here is being used in the sense of being hounded, and is not really the right word [unless there is something in the text which indicates that there were legal proceedings].

    Prosecution is not really a matter of justice, but a legal procedure of instituting legal proceedings against someone.
