    I.Does "upon" mean "after" here?
    II. Is there no need for "the" before "security" here?
    Please.

    "Upon" in this sentence mean "at" "at the moment of closing".
    There is no need for "the" before "security", in a company there can be several departments or services such as;

    (The) security (department)
    (The) personnel (department)
    (The) finance (department) etc.

    Usually one would refer to them as "security", "personnel", "finance" etc.
