Yes, I believe that is exactly what the newly elected mayor of London intended.
He said he believed that London was already great (and paid tribute to Ken Livingstone, the 1st & previous Mayor, in that respect) and wanted to make it even greater.

In the present context, the newly elected Mayor would not have intended to make London greater in terms of land area but in terms of its standing in the world arena.
For those that are not aware, the previous Mayor of London took over control of the area that had been previously controlled by a body called the Greater London Council (GLC).
