    Hi people, what does it mean ( on-the-spot action ) ?

    Please read the following context to understand it:

    A police inspector who finds the crime taking place right before eyes will take an on-the-spot-action. It means that having seen it, he does not leave the criminals as they are, and, in stead, does something to bring the criminal(s) into punishment system. One who does not take on-the-spot action goes home or to his police station, and writes a letter to his boss about what he has to do in regards to what he has seen.
