Our customer is required Ocean bill of lading, but not bill of lading, that mean we only received the copy of document present to bank. Therefore, we are unable to fulfill your requirement to inculd this document in our letter of credit. Please understand. We accept to delete below point 3 for the cargo receipt date treat as shipment date.
Would you please explain this to your management and confirm us by return email. We will send it to our bank tomorrow and expect your will receive it on the next day. If you have any problem please contact us again.

The meaning for 2nd it is letter of credit or the document. But this word is
appearance much times, therefore, I use it.
Hi - I think you misunderstood. It is not clear what the first "it" refers to. It could be either the letter of credit or the document that should have accompanied the letter of credit, or both of them
The second "it" will presumably be the same item as the first.
