    please, I would like to know what the underlined expressions mean.
    does it mean that the body is run by two people?

    Looks as if something is missing: "the body is run by [xxxx organisation or group], headed by....". This is indicated by the statement "and includes...Mark Jaccard."

    David McLaughlin was at one time chief of staff for the Finance Minister.
