    It is hard to know what does

    What does the underlined part mean?
    "If this situation itself does not speak of a political deadlock , then it is hard to know what does ."
    Is the underlined part an idiom ? Can I repeat it in another similar structure and , for example, say: "If she does not dance, then it is hard to know what does."?
