    arranged/ the arrangment was/he made the arrangement

    Dear teachers,

    Would you be kind enough to tell me your expert opinion about my attempt to paraphrase the folloing sentence?

    He arranged that she should not be interviewed.

    The arangment was that she should not be interviewed.
    He made the arrangement that she should not be interviewed.

    Which of them is more acceptable?

    They are all correct.
    The clause 'that she shouldn't be interviewed' is used in different syntactical functions:
    (1) - as an object
    (2) - as a predicative (i.e. nominal part of a compound nominal predicate)
    (3) - as an attribute

    Of your options, I prefer #1 - a subjective preference
