Without more/most, less/least, it is neutral. No comparison at all.
You use 'least/less' and 'most/more' to form comparative and superlative adjectives.
Superlative - Picasso's painting the least attractive (ugliest) of all.
Comparative - Da Vinci's painting is less attractive (uglier) than Michaelangelo's.
Neutral (no comparison) - Peter's painting is attractive (just fine).
Comparative - Michaelangelo's painting is more attractive (better) than Da Vinci's.
Superlative - Paochai's painting is the most attractive (best) of them all.
