    I have a problem with the expression 'to mean about'.
    I think I understand what 'What do you mean about him?' means.

    But what does 'Do you mean about John?' mean. Does it just mean: 'Are you talking about John?'
    And what does 'I mean about him' mean. Does it just mean that I am talking about him?

    Yes. This would make sense only in the middle of the conversation, not at the start of one.

    And what does 'I mean about him' mean. Does it just mean that I am talking about him?
    This sounds really odd to me. More context would tell you what it means.
