    Commercial offer vs. Business proposal

Is there any difference between the two? Any other frequently used synonimic collocations? Thank you!

Lacking a full context, I would suggest that a commercial offer is an offer to sell you something, and that a business proposal is a suggestion of how you and someone else can do business together.
