    Cool simmering

    Hi,

    In the following passage:

Police have detained nearly 200 youths after rioting in Brussels sparked by a simmering dispute between rival groups after a soccer match. (cnn.com today.)

I know what to simmer mean. But what does exactly simmering mean in that case. Grave? Dangerous?

It means "growing stronger and becoming more serious."

It might or might not become serious - it will become serious if something occurs to cause an escalation. Equally, things may cool down and end without trouble.

Something that is simmering on the stove is just below boiling point. It will continue to simmer unless the heat is increased or decreased.
