    Hi Nefertiti,
    b. is ok, personally I like c. better, a. would be ok with "is that".

    1. Can 'that' be omitted?

    2. Why not if the answer is NO?

    Yes, I suppose it can be omitted if you insert a comma after "is". Personally I don't like it.
