'The highest possible points'-denotes a number. It takes singular verb.
    CONSIDER THIS.
The number of people who own cars IS increasing.
The number of people, the highest possible points are groups.

The highest possible points received is 100.

You cannot say something is 'possible' (in the future) and then use a past tense verb = it's already happened.

The highest possible points receivable are 100. (plural noun, plural verb)
The highest possible score receivable is 100. (singular noun, verb in the singular)

The highest points received was 100.
