"Too big to be underestimated, these losses must be overcome by more efficient tools."
Is there anything wrong with this sentence?
"Too big to be underestimated...". Nothing is too large or too small to be estimated. It would just be a case, how wrong is the estimate? Is it a gross underestimate or overestimate?
We should not be using the verb, but the noun: "Too big to be an underestimate..."
