A Stative Verb doesn't describe an action, but a state of being, etc. In 'I have breakfast', have describes an action, but in 'I have two sisters' it describes something permanent and not an action. In the latter example, 'have' is a stative verb. They are not normally used in conitinuous (progressive) forms.
