    Can I say: Who did you see? or Who you saw?

    I agree that "Whom did you see" is correct, but it's not commonly heard.

    Who is far more commonly heard at the start of a sentence. Whom tends to be reserved for a position immediately after a preposition.

    You risk sounding overly formal if you use "Whom" -- and that may be fine with you.

    (I beg the prescriptivists to not flood this thread with "right is right and wrong is wrong and it's our duty to uphold the standards of the language" posts now.)
