    What is "public dining"?

    Hi, teachers

I always appreciate your replies to my questions. Today I'd like to ask the meaning of public dining. So, can you see the sentence below?

...Everywhere we go in the world today, we find the familiar fast-food chains selling hamburgers and french fries that sometimes seem to dominate public dining....

    I thought of two possibilities.

1 the food people eat outside, not at home
2 the food ordinary people eat

Can you tell me which is the meaning of public dining? Or are both of them wrong?

    Thank you!
