    Should "of" be used?

    Hello everyone

    I'd like to ask if "of" should be used in the following sentence:

    Experts think that strengthening (of) the state control over cotton growing will decrease the investment appeal of the industry.

    "of" is not necessary, and I think most people wouldn't use it.

    I think that the 'the' sounds "out of place", KLPNO.

    Experts think that strengthening state control over cotton growing will decrease the investment appeal of the industry.
