    Which sentence sounds better?

    Hello everyone

    I'd like to ask which sentence sounds more natural to English speakers.

    1. The agriculture insurance scheme in XXX is still not developed properly.

    2. The agriculture insurance scheme in XXX has still not reached a proper level of development.

    And can "insurance scheme" be replaced with "insurance system" without changing the meaning of the sentence?

    XXX is the name of a country.

    Neither seems quite right.

    How about:

    Agricultural insurance schemes in xxxxxx have not yet reached a proper level of development.
