    Present Perfect or Simple past

    Dear teachers,

    Can I say,
    "The department has invited (rather than invited, as I want to say some time in the year but am not sure exactly when) all supervisors, principals, deputy principals and experienced(veteran?) teachers to the seminar in the 2005/06 school year ."

    The time line is 2006-a past action.
