    A small problem with the definite article

    Is the the required in the following sentence?
    I am confused for the following reaons:
    Since "grants" is modified by "by the Education Department", naturally, the definite article should be used, as "grants" is specific. (Correct me if I am wrong)
    However, what kinds of grants, we just don't know. So even though "grants" is modified by "by the Education Department", no article should be used, as "grants" is unspecific.(Correct me if I am wrong)
    The school will engage subsitute teachers with (the) grants provided by the Education Department.

    Grants have been received from the Education Department, and from the Commonwealth Government. The school will engage substitute teachers with the grants provided by the Education Department..., whilst the grants from the Commonwealth Government will be used to....
