    at that?

Does the West have a new secret weapon in dealing with China in the person of Kevin Rudd, the new prime minister of Australia?
Rudd is the only Western leader who speaks Chinese, and his Chinese is pretty good at that. But deeper still is Rudd's understanding of China.
Hi! What does 'at that' mean? If I remove it, what will be difference between the sentence? Thank you!

I don't think the 'at that' is used correctly in the sentence. It's superfluous in the context.

Correct me if I'm wrong, teachers but this is how I understand it to be used:

Rudd is the only Western leader who is also a Chinese scholar and a good one at that(at being a Chinese scholar).
