    Use of the past or perfect tense

    In "Extra teachers were/have been provided in the 2006/07 and 2007/08 school years specifically to reduce class sizes in our primary schools," I was wondering if the tense in red should be in the past or present perfect, judging from the fact that the the 26006/07 school year was in the past, while 2007/08 is a time period still valid in the present.

    Since the time periods were specified, the past tense should be used - were.

    provided - I think the word is not suitable when you refer to people. I think it's better to use brought in/recruited/employed. Teachers, please confirm.

    There's no problem using the present perfect with time adverbs that make a connection to now.

    The present perfect is not a tense, Dee. See,
