    On this phrase:
    " Even if you make the first letter into a capital one,it still fails to cut the mustard (reach expectations)".
    What is the meaning of the boldfaced expression?

    Can not cut the mustard=you are not capable to deal with the problem.You can not deal with the problem.

    In that context it means unacceptable.
