    Could anyone please explain what the following in bold mean in the context?

    1. As a further tactical measure, China's cyber cops often employ sophisticated "worms" to prevent any cyber-dissidents from trying to scale the Great Firewall.

    2. In addition to China's techno-fixes for Internet surveillance, there is an extensive army of "Internet Orwells" to keep an eye out for dissident Net traffic.

    I am not a teacher

    1) to scale means to climb something that is high or steep. The Chinese authorities are trying to restrict the access to the internet using various methods, like firewalls for example. These firewalls (the Great Firewall) are here compared to the ancient Great Wall of China.
    2) in this case techno-fixes = technical solutions, I think
