    General idea of the sentence

    Could you please explain to me the general idea of the sentence below, the message that it brings? Or just rephrase it.

    We are all in favour of free swimming, but one reason it is needed is that so many other good intentions have remained just that.

    I'm not really sure what it means....
    Perhaps it could be....part of a paragraph or passage?
    Does it refer to "free swimming"?? What is..."free swimming"??

    I don't understand why this could be a reason for 'Free Swimming' but the phrase "other good intentions have remained just that" means that there have been good intentions to do certain things, but thay have remained just good intentions and nothing was actually done.

    We also admit to a little wariness about showy initiatives such as this. The Labour government came in promising to end sales of school playing fields and reintroduce more sports into the curriculum. Eleven years later, playing fields are still being built on and many pupils have no more than one gym or sports session a week. We are all in favour of free swimming, but one reason it is needed is that so many other good intentions have remained just that.
