    correct or in correct

There have been some heated debates among a few English learners regarding two sentences taken from the official translation of the Report of 17th Congress of Chinese Communist Party. Someone points out that those two sentences are grammatically incorrect:

    1. The Seventeenth Congress is one of vital importance being held at a crucial stage of China's reform and development.
    2. Today socialist China is standing rock-firm in the East, oriented toward modernization, the world and the future.

I wonder if there is a specialist who can shed some light on this.

    Thank you.

In the first one, a comma makes the sentence clearer.

The second one makes sense to me - to paraphrase it: In the East, socialist China is standing firm, focussing on modernization, its place in the world and the future.
